Hello.

I believe this image is not doing a perfect job of meeting WP:NFCC items 3 and 8. For one thing, File:Windows7StartMenu.png alone fulfill its role and for another, it seem purely decorative.

Hello, MazaG20 and welcome to Wikipedia. I see what you mean. However, WP:NFCC prohibits the use non-free images for decoration (making an article look good). Having studied other Wikipedia policies on copyright, it seems Wikipedia is emphatically determined not to use copyright-protected material unless when they are absolutely needed.
