He then interned at the United States Department of State. Panetta received his law degree from Santa Clara University School of Law. He joined the United States Navy Reserve and completed a tour of duty in the War in Afghanistan.[2]

Panetta worked in the Alameda County, California, prosecutor's office. He is a deputy district attorney for the District Attorney's office of Monterey County, California. He announced his candidacy for the House of Representatives, representing California's 20th congressional district, after incumbent Sam Farr announced his retirement in November 2015.[3][4]
