Eduard Heinrich Flottwell (1786 Insterburg, East Prussia -1865 Berlin) was royal Prussian state minister, Oberpresident of the province of Brandenburg and Oberpresident of the Grand Duchy of Poznań from 1830-1840, as well as of the Provinces of Westphalia and Saxony.

He was a strong supporter of unifying Germanisation and stardardised schooling policies, which by some was seen as directed against ethnic Polish Prussians in the region. He was Prussian minister of finance (1844-1846) and the minister of interior (1850-1859).
