Merlo is the head town of the homonymous partido of Merlo and seat of the municipal government.

The administrative and commercial center is around the Libertador General San Martín Avenue. This tree-covered avenue stretches seven blocks from the railway station to the historic district and has few buildings reaching over two storyes in height.

The distant barrios lay at the Reconquista riverside and the best part of the population lives in poverty.
