I guess we need some to consult a local Cambodian Wikipedian here. May be he could help us reaching the local media coverage. Sure it doesn't guarantee the notability pass but here we are talking about director of NCCT. And I won't call it simply a mention in various places. He's has own cryptocurrency KHCoin which makes all references related to cryptocurrency quite notable. I still think local media sources can help us further.
