Why State Terrorism box?

State terrorism is not something that is black and white. Unless government officials are brought to justice in impartial court of law (that happening is 1 out of a million events) mostly we have to depend on what impartial observors such as Amnesty International, Human Rights Watch, US state department reports, local political reports and what neutral media such as BBC say about an event.
