I would like to obtain a copy of an Act of Congress

Please help me with...I was in the US Air Force during 1966 and 1972; although technically I was a soldier, I was assigned the title of POSTMASTER while serving at any military base outside of the continental U.S. because the U.S. Post Office was a department of the U.S. Government; through this Act of Congress I was in charge of all U.S Postal operations within whatever foreign country I was assigned to, can you help me
