Express mail is an expedited mail delivery service for which the customer pays a premium for faster delivery. Express mail is a service for domestic and international mail, and is in most nations governed by the country's own postal administration. Since 1999, the international express delivery services are governed by the EMS Cooperative.[1]
Express Mail Service and the EMS Cooperative
Express Mail Service (EMS) is an international express postal service offered by postal-administration members of the Universal Postal Union (UPU), a specialized agency of the United Nations (UN). In 1999, the UPU created the EMS Cooperative to develop express delivery worldwide and promote cooperation between member postal organizations providing a global EMS delivery service. EMS is an international postal Express Mail Service, for documents and merchandise.[2] As of January 2015[update], EMS was offered by more than 200 countries and territories worldwide.[3]
The EMS Cooperative supplies a tracking tool[4] for customers around the world to follow their EMS items. An independent auditor measures the express delivery performance of all international EMS operators. EMS Cooperative members that provide excellent EMS service to partners in the EMS global network over a full year are eligible for gold, silver and bronze awards.[5] Each year EMS Cooperative members’ customer service performance is measured and the annual EMS Customer Care Awards recognise and reward outstanding EMS service.[6]
In 2019, the EMS Cooperative celebrates its 20th Anniversary and to celebrate this milestone anniversary, the EMS Cooperative issued of a joint commemorative stamp.[7]

Since its creation, over 180 postal administrations have joined the EMS Cooperative, representing over 85% of EMS operators worldwide.[8]
Other express mail providers
Many transportation logistics firms offer similar accelerated services. DHL Express ("DHL"), Federal Express ("FedEx"), and United Parcel Service ("UPS") are the most popular alternatives. However, in many countries such alternative carriers' shipments have different status for several legal purposes. For example, in Russia, shipments from abroad to individuals for private needs are exempt from customs duties if valued less than €1000 and sent via post or EMS, while when sent by other means the exemption applies to values below €250 only.[9] In some countries legal notification sent by post and EMS are deemed made on the date of dispatch, while for other couriers on the date of delivery only.[10]
