The Civica Group is an international software business focused on the public sector supporting more than 3,000 major customers in ten countries. It is a privately-owned group of companies headquartered in London, UK, and with regional head offices in Australia, Singapore and North America.

Company background

The Civica Group was created via a management buy-out and launched as an independent entity in 2001, led by Simon Downing, the current Chairman. It was subsequently listed on the Alternative Investment Market of the London Stock Exchange in 2004 [1] before being taken private in 2018. In October 2017, the Group was acquired by global private markets investment manager Partners Group on behalf of its clients.

Current Chief Executive Officer Wayne Story joined the business in 2016, prior to which he was CEO for financial and business services group Equiniti.

Civica provides a range of business-critical software applications with particular focus on specialist software for citizen interaction and case management, business administration, workforce management and financial and cost management. Its systems are used by more than two million professionals to deliver vital public services.

In 2017 the Group launched its digital division in response to accelerating pace of digital transformation with activities focused around design and development of fully digital services together with data and analytics.

Since 2004 mergers and acquisitions (M&A) have formed a core element of Civica’s strategy and since 2018 the Group has completed the following acquisitions:

The company employs around 4,800 people and is accredited in the UK with the Investors in People Gold standard. In 2019 it was recognised as one of the top 25 places to work nationally in the Glassdoor Employees’ Choice awards and as an employer of choice in the Australian Business Awards. Civica is a member of TechUK, the UK’s technology industry trade association, and a signatory to the Tech Talent Charter, the Armed Forces Covenant and the 5% Club to promote recruitment of graduates and apprentices.   

The Group has an unbroken record of growth and in the year to 30 September 2018 reported revenues of £373.2 million. During 2018 Civica secured a record number of major sales including the Group’s largest contracts to date overall and in each of local government, education and health care sectors.


Operations

Civica operates across the following market sectors offering specialised and managed services across the following markets:[2]

Local Government

Civica provides specialist systems and outsourcing services to local authorities and their partners in the UK, Europe and Australia. Services offered include corporate-level service transformations, electronic document management (EDM) systems, managed parking infrastructures, fully integrated IT infrastructures, E-payments systems and fully integrated database e-service solutions.[buzzword] The group works with 94 per cent of UK local authorities as well as most police forces in England and Wales.

Its systems manage £4 billion of local revenues and £1 billion in secure electronic transactions per year on behalf of local authorities including Manchester City Council, Sunderland City Council, Hammersmith and Fulham, Enfield and Haringey.

Social housing

Civica supplies housing management and data systems to housing development agencies with a focus on automating business processes. Solutions[buzzword] offered by Civica include integrated modern front office systems, mobile and collaborative working solutions[buzzword], back office applications and infrastructure. Around one million social housing properties are managed through Civica systems.[3]

Enforcement

Civica supplies Automatic Number Plate Recognition (ANPR) to UK police forces as well as retail centres, hospitals and other commercial premises. The group provides anti-social behaviour reporting systems for 170 local authorities to support council and police forces’ community safety partnerships.[4]

Education and Libraries

Civica provides software and IT solutions to help improve education and learning services, ranging from shared learning environments and leading library management services to software licensing frameworks. The group also provides managed IT services including virtual learning environments (VLE) for schools in Sheffield and Luton under the Building Schools for the Future (BSF) programme. Civica supplies many thousands of schools and 50 UK universities.[5]

Through its SPYDUS software, Civica supplies libraries with managed services and computer systems automating stock ordering, lending and tracking systems including the supply of remote access to library catalogues. Civica manages the library systems for the Government of Singapore’s Future Schools initiative. In the UK, Civica provides tailored library services for the eleven library services that are members of the South East Library Management Services (SELMS) consortium – with over three million library users in the region. In total, the group manages over 1,500 libraries worldwide.

Mobile fleet and asset management

Civica has supplied asset and fleet management services to the public sector for 25 years. The company currently services around 500 customers including around 100 local authorities. Civica offers Tranman fleet software to local government, enterprises and the emergency services. It won Fleet Excellence awards in 2003, 2004, 2005 and 2006 as well as a Green Fleet award in 2006 for its use.[6]
