Kaveh Madani (Template:Lang-fa) is a scientist, activist, and former Iranian politician. He previously served as the Deputy Head of Iran's Department of Environment (also Iran's Deputy Vice President).[1] He also served as the Vice President of the United Nations Environmental Assembly Bureau from 2017 to 2018.[2][3]

Madani is a Visiting Professor at the Centre for Environmental Policy of Imperial College London and a Henry Hart Rice Senior Fellow at the Department of Political Science and the MacMillan Canter for International and Area Studies at Yale University.

He is known internationally for his work on integrating game theory and decision analysis into water resources management models.[4] He has played a major role in raising public awareness about water and environmental problems in Iran in recent years.[5] His research and major outreach activities have influenced water policy in Iran.[5][6]

Known as "Iran’s expat eco-warrior",[7][8] Kaveh Madani was considered as the "Symbol of Expatriate Return" to Iran during President Rouhani's administration.[1][9][10] He was interrogated many times during his tenure in Iran and was arrested in February 2018.[11][12][13] In April 2018, he resigned[14] from his political post and revealed that he was kept under surveillance by the Iranian intelligence services and hardliners since his return to Iran.[15][16]

Life and education

Kaveh Madani was born in 1981 in Tehran,[17] Iran to the parents working in the water sector in Iran.[18] He did his primary education in Tehran and received his BSc in Civil Engineering from University of Tabriz[19] in 2004. He then moved to Sweden and received a MSc in Water Resources from Lund University[20] in 2005. He received his PhD in Civil and Environmental Engineering from the University of California, Davis in 2009.[21][22] He did his post-doctoral studies in Environmental Policy and Economics at the Water Science and Policy Center and the Department of Environmental Sciences of the University of California, Riverside.[22][23][24] He is an Iranian citizen and has frequently denied the claims by the Iranian hardliners about having additional citizenships[25][26][27][28].

Career

Madani is a Henry Hart Rice Senior Fellow at Yale University and a Visiting Professor at Imperial College London. He was an assistant professor at the University of Central Florida before joining Imperial College in 2013.

Kaveh Madani served as the Secretary of Iran's First International Conference on Climate Change in February 2017.[29]

In 2017, his name appeared in the media, including Shargh,[30] as one of the candidates[31] with strong support from the Iranian environmental NGOs and activists[32] to become Iran's Minister of Energy after Hamid Chitchian in Hassan Rouhani's second presidency term. Madani denied this news later in an interview[32] with the Mehr News Agency.

Madani was appointed by Issa Kalantari as the Deputy for International Affairs, Innovation and Socio-cultural Engagement of Iran's Department of Environment in 2017.[5] Madani had to quit his job in 2018 under the pressure by the Iranian hardliners.[1][9][33][34][35] [36]

From 2017 to 2018, he served as the Deputy Vice President of Iran in his position as the Deputy Head of Iran’s Department of Environment and the Chief of Iran’s Department of Environment’s International Affairs and Conventions Center[37][38][39].

During his tenure in Iran, he has served as the Chair of the National Committee on International Climate Change Negotiations, Vice President of the National Committee of Sustainable Development, Elected Member of the Supreme Council of Iran’s House of Farmers, Technical Committee Member of Iran’s Supreme Water Council, Strategic Committee Member of the Lake Urmia Restoration Task Force, Member of the Iran-Afghanistan Negotiations Workgroup on Water, and member of the Science, Research and Technology Commission in the President’s Office[40][41].

From 2017 to 2018, he oversaw Iran's College of Environment[42] as well as the country’s Research Institute for Sustainable Development and Environment Research[43].

Madani served as the Vice President of the UN Environment Assembly Bureau from 2017 to 2018[44].

in his diplomatic role, Madani led Iran’s delegation in different major intergovernmental meetings and negotiations like the 23rd United Nations Climate Change Conference (COP23)[47][45][48] and the 3rd Session of the United Nations Environment Assembly (UNEA-3)[49].

In UNEA-3, he was elected as the Vice President of the UN Environment Assembly Bureau on behalf of th[50]e Asia-Pacific countries[44], securing a seat for Iran at that level for the first time.

He was influential in shaping UN ESCAP’s efforts on combating sand and dust storms in the Asia-Pacific region[51][52].

He is currently a Henry Hart Rice Senior Fellow at the MacMillan Center for International and Area Studies of Yale University and a Visiting Professor at the Centre for Environmental Policy (CEP) of Imperial College London.[53][54]

Prior to joining Yale, Madani had faculty positions at Imperial College London and the University of Central Florida.

Before joining Imperial College in 2013, he was an Assistant Professor of Civil, Environmental, and Construction Engineering and an Alex Alexander Fellow at the University of Central Florida (UCF), where he founded and directed the Hydro-Environmental & Energy Systems Analysis (HEESA) Research Group[21]. He served as the Founding Director of WaterSISWEB (2008-2017)[21].

He is an Associate Editor of the Journal of Water Resources Planning and Management[55] and the Elsevier's Sustainable Cities and Society[56].

The European Goesciences Union has recognized him for success "in bridging the gap between academic theory and practice by addressing progressive and socially significant problems and by communicating his findings not only to other researchers and policy makers, but also to the public, in order to raise awareness around key environmental issues." According to this organization, "he has shown a strong leadership in community-building activities and has served as a promoter of initiatives that raise the profile of his research community" [57].

In recent years, Madani has played a major role in raising public awareness about water and environmental problems in Iran[58][59]. He was influential in redirecting the discussions on ‘water bankruptcy’[60] in Iran and calling for fundamental policy reforms. This led to his nomination for executive and political positions with a strong support from Iranian environmental NGOs and activists[59]. Named by the international media as the "Symbol of Expatriate Return"[61] and “Iran’s Expat Eco-warrior” [62].. Madani returned to Iran after 14 years to serve as the Deputy Head of the Department of Environment[63][64][65]. Madani was 36 when he took office, making him the youngest member of President Rouhani’s administration at his level [62] [66].

Madani has received several awards for his research contributions, teaching innovations, and humanitarian activities[19][40][41][59].

Notable awards

New Face of Civil Engineering (ASCE)

Madani was recognized as one of the 10 "New Faces of Civil Engineering" by the American Society of Civil Engineers (ASCE) in 2012[19] for "work and personal achievements representing the bold and humanitarian future of civil engineering”. This recognition is given by ASCE to those who have shown the potential for a long and distinguished career in the civil engineering profession and a commitment to excellence in everything they do.

Arne Richter Award for Outstanding Young Scientists (EGU)

In 2016, he was selected by the European Geosciences Union (EGU) as one of the four recipients of the Arne Richter Award for Outstanding Young Scientists[67][68] for "fundamental contributions to integrating game theory and decision analysis into water management models"[4]

Walter L. Huber Civil Engineering Research Prize (ASCE)

In 2017, Kaveh Madani received the Walter L. Huber prize “for groundbreaking research in developing methods for the allocation of scarce water resources merging conflict-resolution and game-theoretic concepts for application to complex water resources systems.”[69][70]

"A key recommendation he has made is to model conflictive water-allocation situations using a game-theory approach, in which stakeholders strategize to maximize their utilities. This approach has been supported by both modeling and empirical data, and it has introduced novel insight on how to achieve binding, long-term solutions to complex water resources problems. Madani’s approach has been applied in a California community, revealing the importance of state-sponsored enforcement to achieve long-term sustainable agreements."[71]

The award selection committee of ASCE particularly noted his “outstanding leadership in the application of systems analysis to environmental, water and energy resource problems.”[70][72]

Campaigns on Waste and Plastic

Among Madani's accomplishments during his tenure in Iran are the successful banning of plastic bottled water[75] and the national banning on super deep groundwater mining[76][77].

By running a national campaign on waste, Madani was influential in raising public awareness about waste and plastic pollution in Iran[78] [79]. He was the initiator of the popular Bi-Zobaleh (No Waste) challenge, a social game that reminded both citizens and decision makers about their responsibilities on waste using the “Let’s Start with Ourselves” slogan[80] [81].

No-Waste (Bi-Zobaleh) Challenge

Bi-Zobaleh turned into a viral social media game in Iran with many celebrities, top politicians, influential figures, activists and the public from all walks of life joining the challenge from different parts of the country, sharing their solutions and actions on waste reduction in the environment[81]. The move created national sensitivity to the waste issue, which subsequently encouraged many public waste collection events around the country followed by plastic bottled water bans in some city councils, including major cities like Tabriz, Rasht and Isfahan [78].

Among the Iranian public figures and celebrities who attended the Bi-Zobaleh Challenge are Mitra Hajjar, Pejman Jamshidi, Mohammad Javad Zarif, Mohammad-Javad Azari Jahromi, Shahindokht Molaverdi, Reza Sadeghi, Mohammad Rezs Aref, Mohammad Bathaei, Issa Kalantari, Reza Yazdani, Tayebeh Siavoshi, Ayatollah Seyyed Mohammad Ali Al-Hashem, Pantea Bahram, and Roya Nonahali[82][83][84].
