[18]On 1 January 1936, Wagner was promoted to Commander and the following June, CDR Wagner received orders to Naval Station Norfolk. [19]In June 1939, CDR Wagner received orders to the USS Lexington (CV-2). [20]On 18 June 1940, CDR Wagner took command of the USS Langley (CV-1). [21][22]
