The 2019–20 coronavirus outbreak was confirmed to have spread to the United Kingdom (UK) on 31 January 2020, when the first two cases with the respiratory disease COVID-19, caused by a SARS-CoV-2 were confirmed in Newcastle upon Tyne. Both were individuals who were members of a family of Chinese nationals staying in a hotel in York.[1][2] Subsequently, cases have been confirmed in several regions including Brighton, Surrey, Gloucestershire, Hertfordshire, Berkshire, Northern Ireland and Wales. As of 29 February 2020, all except one affected person in the UK contracted the disease abroad.[3][4][5][6]
The four UK Chief Medical Officers (CMO)s raised the UK risk level from low to moderate on 30 January 2020, and daily updates have been published by the UK's Department of Health and Social Care (DHSC).[1] The British government implemented multiple preventive measures to curb the spread of infections which included contact tracing, isolations and multiple testings, some of which were related to the Italy clusters.[7][8][9] In addition, the NHS set up set up a COVID-19 drive-through screening centre at multiple hospitals.[10][11]
As of 29 February 2020[update], after performing more than 10 000 tests, there have been 23 confirmed cases in the UK.[1][12]
Timeline
January 2020
On 22 January 2020, following a confirmed case of COVID-19 in the United States the previous day, in a man returning to Washington from Wuhan, China, where there were 440 confirmed cases at the time, the DHSC and Public Health England (PHE) raised the risk level “very low” to “low”. As a result, Heathrow Airport tightened surveillance of the three direct flights that it receives from Wuhan every week; each were to be met by a Port Health team. In addition, all airports in the UK were to give written guidance (in English, Mandarin, and Cantonese) available for unwell travellers.[13][14] Simultaneously, efforts to trace 2,000 people who flew into the UK from Wuhan over the previous 14 days were made.[8]
There was contention over whether the government should assist the repatriation of UK passport holders from the greatest affected areas in China, or restrict travel from affected regions altogether.[15][16] An evacuation flight from Wuhan landed at RAF Brize Norton on 31 January and the passengers, none of whom were showing symptoms, were taken to quarantine, in a staff residential block at Arrowe Park Hospital in the Wirral.[17] Some British nationals in Wuhan had been informed that they could be evacuated but their spouses and/or children with mainland Chinese passports could not.[18] This was later overturned, but the delay meant that some people missed the flight.[17]
On 31 January 2020, the first two cases of COVID-19 were confirmed in England, both members of a family of Chinese nationals staying in a hotel in York who were taken to specialist facilities in Newcastle upon Tyne.[2]
February 2020
On 6 February, a third case, a man who had recently travelled to Singapore, was reported in Brighton.[3] He had infected six of his relatives during a stay in Haute-Savoie; they were hospitalised in France.[19] Four further cases were confirmed on 10 February, being epidemiologically linked to that reported on 6 February.[20][21]
As of 11 February, two of the confirmed cases in the UK were reported in BBC News to be general practitioners.[20]
On 12 February, a ninth case was confirmed in London.[22]
On 14 February the UK government published the following guidance:[9]
Any contacts of a possible case need to be isolated or quarantined. In practice for passengers who have travelled via airplane, this will include all passengers in the 2 rows in front and behind of where the possible case was sat.
On 23 February, the Department of Health and Social Care confirmed four new cases, raising the total to 13. They had been passengers on the Diamond Princess. Two were transferred to the Royal Hallamshire Hospital in Sheffield, one to the Royal Liverpool University Hospital and one to the Royal Victoria Infirmary in Newcastle upon Tyne.[23]
As of 27 February 2020, the total number of confirmed cases in the UK were reported as 16, including the first case in Northern Ireland - a woman who had travelled from the outbreak area in northern Italy, having also stopped in Dublin.[4][24]
As of 28 February 2020, Wales had confirmed its first case of coronavirus, and three more people tested positive in England, bringing the total number of cases in the UK to 20. One of the cases in England, a Surrey resident, was the first case of coronavirus transmission within the UK and it is currently being investigated how this happened. The person is being treated at Guy's and St Thomas'.[5][25]
On 29 February 2020, 3 further cases of the virus were confirmed bringing the total number of confirmed cases to 23, after testing 10,483 people.[1] The three cases are from Gloucestershire, Hertfordshire and Berkshire. Two of the three affected people had recently returned from Italy while the third had come back from Asia.[6] On the same day, Scottish CMO, Catherine Calderwood announced that surveillance would begin at some hospitals and 41 GP surgeries in Scotland.[26]
March 2020
On 1 March 2020, a further 12 cases were reported, bringing the total to 35.[27]
Response
At the end of January 2020, the four UK Chief Medical Officers raised the UK risk level from low to moderate, and daily updates have been published by the DHSC.[1]
On 24 February 2020, Central London Community Healthcare NHS Trust set up a COVID-19 drive-through screening centre at Parsons Green Health Centre.[10]
Following 300 staff being asked to work from home on 26 February 2020 in London, while a suspected person was awaiting a test result for the virus, PHE announced it was to increase surveillance by widening testing around the UK to include people with flu-like symptoms at 100 GP surgeries and eight hospitals; the Royal Brompton and Harefield, Guy's and St Thomas' and the Royal Papworth Hospital, as well as hospitals at Brighton and Sussex, Nottingham, South Manchester, Sheffield, Leicester.[7][28] Surveillance was shortly extended to some hospitals and GP surgeries in Scotland.[26]
On 28 February, NHS Lothian set up a COVID-19 drive-through screening centre at the Western General Hospital in Edinburgh.[11] Following the discovery of the first case in Northern Ireland, officials confirmed that everyone who had been in close contact with the woman had been notified.[29]
