https://shodhganga.inflibnet.ac.in/bitstream/10603/205295/7/07_chapter%203.pdf has membership data for both parties as of 1971 and 1972. On one side it is a bit far from 1964 in time, and the numbers (especially the CPI ones) appear to be heavily inflated.
