The last thing I want to do is disparage ARAS or any police or coutner-terrorist unit, but it seems like this was basically written by a PR officer for ARAS "all weapons are worthless without competent people" etc. No problem with this so long as it's all verifiable, it's just that it seems a little light on sources. I wouldn't know where to begin with corecting this, as my knowledge of Lithuanian police is nil.
