I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. Article title

There has recently been an attempt to cut'n'paste this article to Don Salvador Benedicto, followed by an attempt to speedy-delete the redirect to make room for a proper page move. The article itself uses the name Don Salvador Benedicto widely, although often in contradiction to the references given in the article. That is clearly a name that is in use, possibly the most widely-used name, but equally the official websites mainly refer to Salavdor Benedicto. I have no knowledge of this or sufficient understanding of Philippine geography, but a PSGC search hints at one name being a Municipality and one a Barangay. Others will have to come to a more solid conclusion, but it seem to me that it is far from obvious that the article should be renamed. Lithopsian (talk) 15:18, 17 July 2023 (UTC)[reply]
