Richard Froeschner was an academic who wrote a number of important taxonomic catalogues on insects. The most notable is probably "Catalog of the Heteroptera or True Bugs of Canada and the Continental United States" by Thomas Henry and Richard Froeschner.

I believe this makes him "notable" under the notability guidelines.
