CFLA-TV

Hiya! Yes, programming was flown in and returned via air, but I don't know just how delayed the station was (your estimate of 5 weeks sounds about right, though). I would imagine it recieved (and sent back) its programing via CBNT-TV in Saint John, NL, since it's the closest CBC station, though CBNLT in Labrador City was another possibility. I put a much information onto that page as I could find... I can seek out further information if you want, though I fear there's not much else to add about the Northern Frontier Coverage Package stations in the remote areas of our huge nation.

Now, I never worked at these places. In fact, I wasn't even born until the mid-1980s, but I've been very active in piecing together the history of television in general, and Canadian television in particular. I believe the CBC might be able to help you out in the event i can't.
