Rhythm Hounds
Nope. I'm not an admin. If you click on Rhythm Hounds, then click deletion log, it'll show the name of the admin who deleted it. See WP:CSD (under articles, number 7) for the rule that it was deleted under. If the band meets the requirements at WP:BAND, you can restart the article, making sure to include the information that shows it meets those requirements. If you don't include such information, it'll just get deleted again. If the band doesn't meet the notability guidelines, then you'll just have to wait till it gets more famous.
