This image is stated to be publci domain and sourced to pexels.com via a direct link to the image. I was able to find the image page here. Pexels.com has a license with a lot of freedom, however, it is not public domain as claimed by the uploader. Furthermore, the license includes restrictions such as "Don't sell unaltered copies of a photo, e.g. don't sell it as a stock photo, poster, print or on a physical product without adding any value." which is a partial restriction on commercial use and as such is not sufficiently free for usage on Wikipedia. - Pexels does allow commercial use. Wikipedia is complying with those guidelines, as the image isn't being sold in any way. It is the same with public domain logos which can be used for any purpose as long as it doesn't break trademark laws. --Atomicdragon136 (talk) 01:46, 15 November 2018 (UTC)

- Keep I figured I'd wait a day or so and see if the discussion at WP:CQ went anywhere. But we were headed here eventually anyway I recon.It's PD-text, not PD-text-logo, because it's not a logo. Not that it matters since the rationale is the same. Incidentally, here is a PD-text headline and here's another, both published after 1923.As was pointed out in the prior discussion, titles and phrases are not eligible for copyright under US law. The type setting is also well below the threshold for originality in the US, and is no more original than this arrangement (ruling) or this arrangement (ruling).The other elements are incidental to the image and likely not sufficient on their own to even identify the work of which they are a part. - I could certainly be fine with a compromise of cropping out more, but the drive of the discussion at CQ was including slivers of the surrounding material for context of the headline as it appeared in the newspaper, while still including little enough that it would be covered under DM.
