The Clark Mill is actually located in Pawcatuck Connecticut across the river from Westerly RI.
It is on Pawcatuck Avenue and still stands today. The people in the image would have been walking up Pawcatuck Ave towards the "Clarksville" neighborhood where the housing for the workers was built.
