Fair use and licensing for Doctor Who and Torchwood

This image, is being linked here; though the image is copyright © to the BBC, I GracieLizzie 20:10, 15 August 2007 (UTC) feel that it is covered by the U.S. fair use laws because:
- The image is a low-resolution copy of a publicity photograph;
- The image is being used for informational purposes about the main cast from the television programme Torchwood series 2; While a series one group image exists, I am proposing that this is a more suitable image than that, as Suzie Costello will not be returning to the series.[1]
- No more free alternative exists;
- The use of the image in these articles will have no effect on the BBC's commercial use of the image in question.
