Contested deletion
[edit]This file should not be speedy deleted as an obviously non-free file but which is not claimed by the uploader to be fair use, because... Wikipedia only considers U.S. copyrights. Since there are no copyright relations between the U.S. & Iran, works published in Iran are in the public domain in the US. --AHeneen (talk) 06:00, 18 December 2016 (UTC)

it is longstanding Wikipedia policy to respect the copyright law of other nations, even if these do not have official copyright relations with the United States.

(emphasis added). The image is free of copyright in most countries, since Iran is not a party to the Berne Convention. It's also a government work, so not significantly harming the rights of the author in a comparable way to a work by a private individual.
