  1. ^ Morocco and Tunisia finished level on points, and a play-off on neutral ground was played to decide the winner. Morocco advanced to the Final Round by winning a coin toss.
  2. ^ The United Arab Republic withdrew at 2-2.
  3. ^ Morocco and Tunisia drew 1-1 on aggregate. Morocco advanced by lot.
  4. ^ Morocco won 3-2 on aggregate and qualified, but withdrew after refusing to play against Israel in the 1968 Summer Olympics final tournament in Group C. As a result, Ghana replaced Morocco.
