While I see why you reverted I think that the initial section of that article needs some clarification, because countervalue is not just attacking civilian targets according to those sources, it's attacking civilian targets as a deterrence method mostly applied to nuclear deterrence. So either we need to find some sources to support the current intro, or update the current intro and removed the section you reverted.
