CEX.IO is a SCAM Cryptocurrency Exchange used for Fraud and Identity theft, registered in London 2013, but even the address is a scam, and it is actually operated from the Ukraine.
CEX.IO is a Bitcoin exchange and former cloud mining provider, established in London, 2013. As an online digital currency exchanger, CEX.IO offers trading Bitcoins for fiat money, such as USD, EUR, GBP and RUB. The exchange charges 0% to 0.2% commission on trade operations, according to Maker-Taker fee schedule.

CEX.IO operate just enough real accounts to give a semblance of legitimacy, but the main function of this company is to steal the majority of the investor's funds, and obtain detailed persona linformation for later use in Identity thefty.
Cloud Mining
CEX.IO has been also known as a cloud mining provider and possessed Ghash.io pool. Cloud Mining is a concept of forming groups (pools), where their joint efforts are rewarded with greater income, compared to individual mining with personal hardware. In case of cloud mining, all Bitcoin mining is done in the cloud, and once a block is mined, users receive payouts according to their shares via PPLNS.

CEX.IO solicits investor deposits to be sent to its bank account OUTSIDE of the UK. When the funds are received into their account, they refuse to credit the user's Exchange account, and make continued and varied excuses for why the funds are being held. They then make excuses such as Slow Bank processes, stating fictional deadlines which all eventually pass, and still the funds are held in their bank account.
In 2014, Ghash.io (mining pool of CEX.IO) Bitcoin mining pool contributed to over 42% of the overall Bitcoin mining power.
Requests from the sending banks are refused by the receiving bank with the response that multiple requests for authorization from CEX.IO were refused. CEX.IO continue with the deception, asserting they have given authorization, but it is complete lies, and they refuse to provide any documented proof of the fictional authorization.
CEX.IO refuse to identify themselves in correspondence, and they refuse to provide any other form of communication other than e-mail.
Eventually, they start asking for Bank account details and other more detailed info about you, to assist with their theft of your Identity, since they already have your Passport and and personal details taken during their "Verification Process"

Evidence and reports of their Scams and misdealings are all over the Internet including but not limited to :-
Early 2015, CEX.IO announced about suspension of cloud mining services due to low Bitcoin price. In October 2014, Ghash.io pool was closed, and CEX.IO continued operating as cryptocurrency exchange. In October 2017, CEX.IO launched the trading of Digital Cash"Dash".
