On April 22, 2019 NCSoft has evidently launched legal proceedings to shut down a private nonprofit server from running City of Heroes. After a weekend of players being able to play the game while stress testing servers, ahead of them going live on the 27th of the month, the servers went down with admins noting that hey would be down indefinately as they were facing legal actions.
