I don't like it either. I have a fair amount of Wiki experience but I couldn't figure out a way to make the notes apply only to the section they refer to. I once tried to argue with somebody about this, to no avail. It could be that there are technical obstacles that make changing this difficult. To me, it's not worth the trouble to try to get this changed. This happens only on talk pages, after all. If you want to, you can post a question or request that this be changed.
