Constitution of 1997 was passed according to previous temporary constitution ('Small constitution'), of 1992, which stated that the permanent act would have to be accepted by referendum, but it did not put any voter turnout requirement. The Supreme Court stated that in such case 'Small Constitution' takes priority over Referendum Act.

Eastern Europe was not 'sparsely populated' in XIV century, it was certainly more populated than Scandinavia, which was badly affected by Black Death. Nobody knows why some places and regions were spared by the plague. Besides, it was ravaging Eastern Europe as well: it spared Poland and Lithuania, but it was severe in Balkans.
