Proposed merge from Two exemptions and one subsidy plan

Terms for each stage

Currently, as of writing this, the terms on the article is "elementary / middle / high".

But looking at the Chinese terms for these "youth-scool / initial-level-middle-school / high-level-middle-school", perhaps naming these "elementary / lower secondary / upper secondary" would better reflect the meaning of the Chinese terms.

Arguably they could also be called "lower middle / upper middle", even more accurate to the Chinese names, where the high school (left off the chart) would be the higher education / tertiary education, similar to how "high school" (högskola) in Swedish is also the higher education.
