Dr. Samuel Valme(SAM-yoo-el VAL-may; born November 2, 1965) is an American author, community activist and a retired Master Sergeant (MSG) who served in the United States Army. A prominent Haitian American, Dr. Valme was raised in Brooklyn, New York, by Haitian immigrant parents and has made notable contributions to military service, public administration, and community activism.

Early Life and Education

Dr. Valme was born in Port-au-Prince, Haiti, in 1965 and raised in Brooklyn, New York. His parents, Alexander and Lisa Valme, immigrated from Haiti, instilling in him values of faith, duty, and resilience. Dr. Valme attended Manhattan Vocational Technical High School in Harlem, New York City. He later pursued higher education, earning a Bachelor’s degree in Business Administration from Liberty University. Furthering his studies, he obtained a Master of Business Administration (MBA) with a focus on Conflict and Negotiation Management from Trident University International. In 2014, he completed his Doctor of Philosophy (Ph.D.) at Walden University in Public Policy and Administration, specializing in Public Management & Leadership and Local Government Management for Sustainable Communities.

Military Career

Dr. Valme enlisted in the U.S. Army in 1983, joining as an Airborne Infantryman. His early career was distinguished by his selection to serve with the elite 3rd Ranger Battalion at Fort Benning, Georgia. As an Army Ranger, he demonstrated exceptional skill and leadership, earning him recognition on the “Ranger Walk” at the Ranger Memorial in Fort Benning. Over a 24-year career, Dr. Valme served in numerous command and staff positions, ultimately reaching the rank of Master Sergeant.

In his final assignment, from May 1, 2004, to July 30, 2007, he served as the Senior Retention and Transition Director within the Army Reserve Retention and Transition Division (AR-RTD). In this role, Dr. Valme was an authority on military enlistment and retention strategies. He was instrumental in revising and publishing the Army Reserve Regulation for Retention and Transition Programs (AR-140) in 2006, which established updated protocols for military reenlistment and transition efforts. Dr. Valme is the graduate of Class 55 of the United States Sergeants Major’s Academy (USASMA).

Career in Public Service and Community Activism

Following his military retirement, Dr. Valme transitioned to federal service, contributing to the Social Security Administration, General Services Administration, and the Department of the Treasury's Criminal Investigation Division. Alongside his federal career, Dr. Valme has been deeply involved in civic engagement and community service. He served as Chair of the Henry County Democratic Party in 2010, where he revitalized the party and supported the development of future leaders.

An advocate for education and mentorship, Dr. Valme has worked with organizations like the New Leaders Council to train emerging leaders. He has held roles on various boards and committees, including the Henry County Board of Ethics and the Stockbridge Youth Council Advisory Committee, as well as mediating for the Metro South Association of REALTORS® and Clayton County Courts.
