Non-notable local politician. An upazila is an administrative region three levels below national. Being a sub-regional political party president does not meet WP:POLITICIAN. The first two cites mention the subject only tangentially. The third cite is a dead link, but I doubt very much that it contained significant coverage of the subject, as extensive searches for this Abdus Sobhan Chowdhury have found nothing but passing mentions: [1], [2], [3], [4] (mostly of the "was in attendance" variety) and one brief quote.
