The initial statement implied the statement "she has a cell phone", which is clearly false, and so is in fact false. To keep the sentence structure, it's necessary to underline the reason why we are talking of a vacuous truth. Another option would be restructuring the sentence, giving priority to the condition that determines the vacuous truth.
