The merger is not appropriate, because Pannonian Slavs or (newly constructed) Slavs in Lower Pannonia are terms too wide to describe not a tribe or nation, but a COUNTRY (whether duchy or principality or whatever), although vassal (under the supreme Frankish rule), which is in historiography used to be called Duchy of Pannonian Croatia or as another similar term. Maybe you haven't heard of it, but there are various sources in Croatian language. So, please, let it stay as it had been so far or find another, more accurate and specific name. To say “ Plan was not "greater Serbia" (term which itself is wrong translation) but to rescue surrounded JNA soldiers in Vukovar and to help citizens who were terorrised by a local Croat group.” is incredibly biased and pov. It was a military disaster as they had major losses for what was to be an easy takeover. Then the Vukovar massacres are an extra element.
