I would say that this person is only notable for one event (see WP:BLP1E), but even that event seems to have turned into a non-event. There is no reason for Wikipedia to have articles about non-notable minors. - Merge with balloon incident article. Unfortunate child is notable only for this tragedy. Story is breaking news; but, the incident is of a kind likely to remain notable.
