Keep. Government ministries are indeed inherently notable. See WP:NGO. It would be utterly ridiculous if the head of the ministry was notable per WP:POLITICIAN but the ministry itself was not. This is pure common sense. The deletion rationale is invalid in any case. The quality of the article is irrelevant. Keep agree with nominator that article reeks of promo and not quite sure I would concur with the idea of each and every cabinet-level ministry being inherently notable (hello Ministry of Finance (Nevis Island)?). Nevertheless, as above, current content is not relevant here and given the 2022 World Cup, there's more than enough grounds for the notability of this ministry.
