The Group IV tournament was held March 23-29, in Cap Estate, Saint Lucia, on hard courts. The seven teams played a round-robin tournament, and the top two finishers were promoted to Group III for 1999.[1]
The tournament marked the debuts of Honduras, the Netherlands Antilles, Saint Lucia, and the U.S.Virgin Islands in Davis Cup competition.

In each location, the teams were divided into two round-robin pools. The top two teams from each pool advanced to a promotion playoff, while the bottom two were placed in a relegation playoff.[1]

Europe/Africa Group IV
The Group IV tournament was held in two locations. Eight teams met January 28 - February 1 in Kampala, Uganda (clay courts), and played a tournament of the same format as used in Group III (they were divided into two round-robin pools, from which the top two advanced to a promotion play-off). Five other teams met May 6-10 in Ndola, Zambia, (clay courts), and played a simple round-robin tournament.[1]
