Juba Juice created John Blaq, which looks suspiciously similar to Draft:John Blaq and Draft:John Blaq (2), both created by Caps Lock2018 (blocked for UPE). Same goes for Joel Muhindo: Caps Lock2018 created it, it was draftified and Juba Juice moved it back into the mainspace. Same story for Doreen Kabareebe.
Juba Juice was active since Feb 27, before Caps Lock2018 was blocked. Therefore, please also check for any other sleepers. (We may be dealing with a paid editing ring here). MrClog (talk) 11:30, 10 April 2020 (UTC)
- Added Nsereko Afriqana. Nsereko Afriqana created Slate Nation in a style similar to other articles created by Caps Lock2018 and Juba Juice (including the refbombing). - Caps Lock2018 and Juba Juice are very Likely to each other. Nsereko Afriqana is Stale (just barely too—there would be data if this SPI had been filed yesterday). The ranges involved are shared by a large number of unrelated users, so identifying sleepers is going to be very difficult in this case. However, I can say that the following account is Confirmed to Caps Lock2018 because it was created at around the same time:

- I think UPE is a possibility, but I'm afraid CU is not going to be very useful at shedding more light on that in this case.
- The stale account Nsereko Afriqana has an idiosyncratic method of adding citations (compare references at [2] with [3][4]). Based on this, I can see the WP:DUCK argument. The timing of their creation of Deejay Crim fits with the pattern of Ugandan DJ drafts created by Caps Lock2018 around the same time (e.g. Draft:DJ Pius).[a]

- Leonchristian11: similar narrow interest in the Ugandan entertainment industry. Edited Draft:Roden Y Kabako as first edit, which was created by Caps Lock2018 (talk · contribs). "Discography" section of Draft:Iry Tina Da Queena very similar to Draft:Mary Bata ("songs" and "song" without capital letter, but "Title" with capital letter). Due to the user name, I have a minor suspicion it may be RadyoUkay819 too (please check via CU).
- IP: part of a mobile network in Uganda. Only edit was to resubmit a draft created by Caps Lock2018. Of course, no CU. MrClog (talk) 09:37, 21 April 2020 (UTC)

- @Praxidicae: I previously also reported 102.82.198.167 (talk · contribs · WHOIS), which submitted a draft made by this fellow's sock puppet. Both the IPs are part of Airtel Uganda's mobile network. These IPs are used by many users and pretty dynamic, so I doubt a block would per se be useful, unless they use it for more than one day, in which case a short-term block may be useful. --MrClog (talk) 20:46, 29 April 2020 (UTC)
