File seems not to actually be public domain. It is used by youtubes content ID system ("https://www.youtube.com/watch?v=ouidftSX45Q"). The linked license of the github does not contain the ogg file or the mod/s3m original sound file. While it could be covered by the demo groups copyright ("shared copyright") and they might have relinquished it, there is no evidence for that and the author ("Purplemotion") might hold it.
