A retreat doesn't necessarily mean the enemy troops will take over the abandoned territory. Maybe they are too weak or too slow to take over and gain that large amount of territory. Hence why it needs to be mentioned that the enemy troops did indeed quickly retake the territory. As it is a completely separate second outcome from the evacuation.
