It suggests that Jacobs came for a marginalized minority group. She didn't. At the time, Catholics worked the mines and factories in Pennsylvania's middling cities like Scranton. They were a majority of the population but did not possess meaningful economic or political power. See the novels of John O'Hara for a window on that world.
