Hello. Some purposes of the apparently tautological first sentence were (1) to clarify that cultural governance is generally defined as governance of culture rather than governance through culture, although the latter function is closely related, and (2) to prominently link to the articles culture and governance, which one generally doesn't do in the bolded article title.
