Thomas J. Watson Research Center says IBM started a lab in 1946 at W116 St, which is in the Inner City but not Downtown by New York City geographic conventions. With a hasty Google check, I find no hint at a Downtown location. My guess is, Morningside Heights is the place, but surely we have no basis for saying anything positive on that question.
