After addressing the stated reasons for its initial rejection, I have re-submitted the article for approval. I have (1) removed the so-called "peacock" terms, (2) sought to make it more formal and removed references to university personnel by name, and (3) removed the citation of one university source. There is now only 1 university citation among the 16 references. Furthermore, the only four active project statements above acknowledge that this article is within their scope.
