Suomenlinna prison mentioned first regarding finnish prison system

I am appalled by the level of lack of realism in this article mentioning Suomenlinna prison regarding finnish prison system. It is really a special case in which prisoners at the end of their sentence can get to. Why does this happen? Does it have some connection to operation Paperclip?
