Public health funeral

I have significantly amended this page today. Page previously only really dealt with public health funerals in England and Wales. I have split into sections for each legal system in the UK and have provided the relevant legislative background to each. I have removed several unverified names for these types of funeral however is good sources can be found these should be added back in (several of the existing links were dead). I have used the "for2" tags to put the articles suggested in the body of the article previously at the top of the page.
