(Devin did a lot of restructuring of the original article. Right at the introduction, he added a very critical sentence to give the audience insight to what the regulation was enforcing. The original article did not include specifically, like most acts on Wikipedia do, what the new regulations put in place are. I thought that this was an excellent addition as it is important to understand what an act/bill does before you read about the history of it or its lasting effects. After this, Devin adds another section "Overview of Actions With the Law" where he lists the important dates in Congress pertaining to the act. I would add some more citations and information here as it just reads off as a list. I don't think it is critical to include all of the dates that correspond to this act, only post the really important ones.

Additionally, I'm not sure if you're thinking of deleting the other sections in the original article (i.e. Congressional findings and purpose, homeless children and education, and Additional Facts about the act), but I think it would be important to keep these sections of the article as they provide much more crucial information that is related to the act. The audience gains a lot of background information and further knowledge through these other sections.

Overall, the flow is very nice, the work is easy to read and is clear and concise, and it comes from a neutral standpoint. Also, I didn't notice any spelling or grammar errors.
