- Combines instructions for requesting an article and the TOC of subjects of articles already requested
  - Needs to be split into Wikipedia:Requesting an article and Wikipedia:Requested articles
  - If you have written an article, you can submit it for creation. links to the Article wizard — This is confusing - the wizard creates an article, but the user has already written one? Clarify.

- Defines Notability — Only subjects that have received significant outside attention warrant being included on Wikipedia.
