Origins

A decision was made to move the previous variant of online petitions from the UK Government website to being overseen by Parliament and Government. http://www.publications.parliament.uk/pa/cm201415/cmselect/cmproced/235/235.pdf

This is in line with an historic role that petitions have traditionally taken. In use still today, there is a paper petitions bag within the House of Commons {for which purpose}

Beginning in July 2015 a group of MPs were formed independent of the Government to create the Petitions Committee. In its first year there had already been noticeable influence in the shaping of Government policy.
