Changes	Wikipedia is well designed, so no need to reinvent the wheel. Focus on MediaWiki:Sidebar as site-wide navigation (Bugzilla). ~~Move search up as far as possible. (Done in part)~~ Widen search box (which means move it to the right and up). ~~Choose one TOC link, for now whatever portals are in Portal:Contents/Types TOC and those links.~~ Add "that anyone can edit" to PNG logo if that phrase is required. Eliminate link farms top and bottom. Anything else is images or CSS.
Status	Continually changing. Edit histories for proposal 1 are at project page and sandbox. Comments here. Edit histories for proposal 2 are at sandbox. Comments here.
