The scene re-uses animation from Cinderella but that does not make them the same characters. The scene in Ben and Me takes place in England, while Cinderella takes place in France. Disney has re-used animations and motion references many times (usually using rotoscoping). For example, the animations of Baloo in The Jungle Book (1967) were used as a basis for Little John in Robin Hood (1973); the two characters are both bears, and are even voiced by the same actor. The dance sequence between Baloo and King Louie was simply rotoscoped for a scene where Little John dances with Lady Cluck. This does not make Baloo and Little John the same character.
